Abstract

As the European Open Science Cloud (EOSC) evolves into a federation of autonomous nodes (EOSC Federation), semantic interoperability is essential to ensure that research data and metadata are consistently understood by both humans and machines across diverse systems and disciplines. This document establishes practical recommendations intended for semantic professionals of EOSC Nodes and the EOSC Federation, with one recommendation also for the EOSC Association, based on the analysis of the current status in the Landscape Overview for the EOSC Federation Semantic Interoperability in 2025. The main goal of the recommendations is to achieve semantic interoperability across the federation of EOSC Nodes on the level of datasets, metadata, mappings, catalogues, validation and governance. The recommendations promote semantic interoperability in the EOSC Federation by providing data that are both human and machine interpretable, through annotations with RDF based ontologies and well described with DCAT based metadata. This allows understanding and combination of data. Semantic interoperability advances through the creation of mappings between semantic artefacts or across heterogeneous schemas, along with the publication of these artefacts in Semantic Artefact Catalogues. Another important part is the need for governance regarding semantic interoperability between Nodes of the Federation, as they are becoming independent. It is nevertheless important to keep in mind that all semantic artefacts shall remain compliant with the FAIR principles. Additionally, this document provides recommendations on prospective issues of semantic interoperability regarding architecture of semantic services and approach of semantic interoperability towards AI. Taken together, the recommendations in this document show how it is possible for the EOSC Federation to align technical solutions with sustainable governance and targeted funding, the EOSC Federation aims to ensure that semantic interoperability, understood as "what is sent is what is understood", can become a key characteristic of the system.
